The Bill (Reg. No.1418, for replacement) was elaborated by the working group in charge of enhancement of legislative mechanisms of construction funding, which was created due to the Committee´s Resolution.
The Bill establishes a single mechanism to regulate legal relations appertaining to realization of commitments in housing construction; determination and establishment of principles, legal and organizational grounds for use of funds of natural persons and legal entities to finance housing construction; peculiarities of application of such funds.
The Bill also introduces amendments to the Code of Ukraine on Administrative Infringements, which enhance liability of builders, managers, regulating authorities and local self-government bodies for violation of effective legislation.
In the course of the discussion, the Committee members expressed several remarks to the Bill which will be taken into consideration.
